Be it known that a Regular Session of the Commissioners’ Court was begun and holden on the above date, with the following members of said court present to-wit:

Richard Lowery, Precinct 1 Commissioner
Johnny Gee, Precinct 2 Commissioner
John McGregor, Precinct 3 Commissioner
Richard Keen, Precinct 4 Commissioner
Kenneth Liggett, County Judge
Sasha Kelton, County Clerk

Guests:  Wendy Anzaldua, County Judge’s office; Kenny Lemons, Sheriff; Gina Blevins, County Auditor, Martin Aldridge, Clay Co. Leader; Danja Bloodworth & Dannielle Moore, County Treasurer’s office; Wilson Scaling; Frank Douthitt; Martha Hall

Court was opened at 9:30 a.m. with the Pledge of Allegiance and Texas Pledge and prayer led by Judge Liggett.  The following orders were had to-wit:

Motion made by Commissioner McGregor and seconded by Commissioner Lowery and so ordered by the Court that the Court approve minutes of previous meeting.

Motion made by Commissioner McGregor and seconded by Commissioner Keen and so ordered by the Court that the Court approve Line Item/Budget Amendments.

·        County Auditor, Gina Blevins discussed letter regarding unauthorized payments made my CCMH.

Order No. 3

Motion made by Commissioner Gee and seconded by Commissioner Lowery and so ordered by the Court that the Court approve payment of Clay County Memorial Hospital (CCMH) bills.

Motion made by Commissioner Keen and seconded by Commissioner McGregor and so ordered by the Court that the Court approve county bills and payroll.

Motion made by Commissioner Keen and seconded by Commissioner McGregor and so ordered by the Court that the Court approve Consent to Enter for two county roads in Pct. 4

Motion made by Commissioner Lowery and seconded by Commissioner Gee and so ordered by the Court that the Court approve County Treasurer’s Monthly Report, affidavit and advertisement of the same for month of April 2017.

·        County Treasurer Danja Bloodworth suggested changes to Clay County Investment Policy.

Order No. 8

Motion made by Commissioner Keen and seconded by Commissioner McGregor and so ordered by the Court that the Court approve amendment to Clay County Investment Policy, from two years to five years.

·        County Judge Liggett gave updates regarding senate bills and current legislation

Discussion/ Updates from Judge Liggett, No action taken:

·        Ad for Pioneer Book

·        Update from Sheriff Lemons, BLM: postponed trail date to Sept.  Still working at Summary Judgment.  Judgment has been denied.  Frank Douthitt:  Fed’s admitted surveys are flawed.

·        Court reviewed Clay County Policy/ Employee Handbook.  Will look into getting an HR consultant from TAC to give a workshop in near future.
